Sam Wilson is a senior analyst with the Union of Concerned Scientists, focusing primarily on regulations, laws, and policies that accelerate the transition to zero-emissions trucks and buses. A seasoned environmental and climate policy analyst, his research provides state and federal policymakers, diverse coalitions, and communities fact-based analysis and decision-making tools to reduce greenhouse gas emissions and toxic air pollution.

Prior to joining UCS, Sam worked as a senior policy analyst with the Washington State Department of Ecology where he worked closely with community, advocacy, and industry stakeholders and federal policymakers to evaluate laws and regulations related to climate change and air quality. During his time with state government, he also shepherded the creation of statewide climate and air quality programs and conducted legislative and economic analyses related to issues from killer whale preservation to hazardous waste storage.

Sam completed his master’s degree in environmental studies from The Evergreen State College and a bachelor’s degree from Birmingham-Southern College in Urban Environmental Studies with a focus on public policy. He also holds a certificate in Electric Vehicles Markets from George Washington University.
