Will Sowers is Senior Manager of Public Partnerships and Policy at Zipcar, where he spearheads collaborations with municipalities, housing authorities, and transit agencies to expand equitable EV carsharing solutions. Previously, he managed the DC-Baltimore market for General Motors’ carsharing subsidiary, Maven, and then led public affairs and regional operations at the micromobility company Wheels Labs. With nearly 15 years in campus law enforcement and transportation demand management—including developing WMATA’s award-winning U-Pass and deploying campuswide EV charging—he brings a unique blend of policy, operations, and public-safety expertise to sustainable urban mobility.
