Josh Rodriguez serves as Program Director for Environment in AASHTO’s Policy and Government Relations Division, where he leads national policy work at the intersection of transportation, environmental stewardship, resilience, and electrification. He oversees AASHTO’s Committee on Environment and Sustainability and Committee on Transportation System Security and Resilience, supporting state DOTs on decarbonization, air quality, NEPA, natural resource protections, hazardous materials, emergency response and recovery, and transportation system resilience. With more than two decades of experience in environmental policy, analysis, and emergency management, Josh brings practical insight into how agencies can advance cleaner, safer, and more resilient transportation systems. Before joining AASHTO, he spent 11 years with the DC Department of Energy and Environment, concluding as Associate Director for Inspection and Enforcement. Earlier, Josh worked ten years as an environmental consultant at AECOM, addressing challenges across water, transportation, oil and gas, agriculture, and metals and mining. He holds a B.S. in Environmental Science from TCU.
